However, deploying addressable advertising with HbbTV is not simply a technical implementation project. Success depends on a series of interconnected decisions spanning technology, privacy, commercial strategy and measurement. Choices made in one area often have significant implications for another, making it important to consider the service as a whole rather than as a collection of individual components.

The HbbTV standard has evolved significantly since its introduction, and although addressable advertising can be implemented on all versions, the achievable viewer experience differs. Supporting older HbbTV versions maximises device reach but requires larger take-off and landing zones when switching between broadcast and broadband streams, increasing the likelihood of visible transitions. These transition zones become progressively shorter in newer versions of HbbTV and are minimised by the HbbTV-TA extension. However, HbbTV-TA currently has limited deployment across consumer devices and typically requires commercial agreements with television manufacturers. One way to minimise the impact of take-off and landing zones is to use whole break replacement. Despite the name, this does not require every advertisement in the break to be replaced. Broadcast advertisements can be mirrored within the broadband-delivered break, allowing only selected spots to be substituted while still benefiting from a single seamless transition. This approach, however, requires tighter integration between the broadcast playout chain and the broadband advertising platform.
Ultimately, there is no universally ‘best’ implementation strategy. Broadcasters must decide which combination of reach, viewer experience and placement flexibility best aligns with their commercial objectives, existing infrastructure and target devices. The most successful deployments are those that make these trade-offs consciously, rather than allowing technology choices alone to dictate the service design.
Addressable advertising relies on data to deliver more relevant advertising to viewers. The extent to which that data can be collected and used is governed by privacy and data protection regulations, including the General Data Protection Regulation (GDPR), the ePrivacy Directive (as implemented in national law) and, in some countries, additional national legislation. This can simplify deployment and attract digital advertising budgets, but it also means the broadcaster has less direct control over how audiences are packaged, valued and sold.
Retaining control of the sales process provides additional benefits beyond revenue. Broadcasters can apply the same commercial rules that govern linear advertising, including competitive separation, frequency management and premium placement policies. Addressable advertising introduces new measurement capabilities, but it also raises important questions about how those measurements fit within the television advertising currencies on which the market already trades. Most European television markets continue to rely on Joint Industry Committee (JIC) panel-based measurement systems, such as BARB in the UK, AGF in Germany and Médiamétrie in France, to provide the trusted audience currency used for buying and selling television advertising. These systems typically use watermarking or content recognition technologies to attribute viewing across representative panels of households.
By contrast, addressable advertising is typically measured using beacon-based census data collected directly from HbbTV applications. This provides highly granular information about the delivery and completion of individual advertising impressions, but it measures only those households capable of receiving addressable advertising. As a result, broadcasters need a clear strategy for integrating census-based addressable measurement with existing panel-based measurement, ensuring the two approaches complement rather than conflict with each other.
The interaction between the two measurement systems requires careful consideration. Addressable replacement advertisements will generally sit outside the panel measurement system and cannot carry the same broadcast watermarks as the original linear advertisements. However, where whole break replacement is used and broadcast advertisements are mirrored within the broadband-delivered break, mechanisms are needed to ensure those mirrored advertisements continue to contribute to panel-based audience measurement. Similarly, care must be taken to ensure addressable advertising does not introduce unintended bias into panel estimates.
The objective should not be to replace panel measurement, but to combine its trusted market currency with the precision of census-based data. Broadcasters therefore need a clear position on how addressable advertising is counted, reported and reconciled against existing panel-based guarantees. This is essential to avoid fragmenting the television advertising market or creating uncertainty for buyers and sellers.
In the longer term, audience measurement must evolve to support a Total TV marketplace, where broadcast, addressable and digital television inventory can be planned, measured and traded together. Whether achieved through the evolution of existing JIC currencies or through complementary measurement frameworks, success will depend on combining the statistical robustness of representative panels with the scale and precision of census-based measurement.
HbbTV allows only one application to be active on a channel at any given time. If a broadcaster wants to provide addressable advertising alongside interactive programme features, red button services, audience measurement or other HbbTV functionality, these capabilities must be combined within a single application.
Like a conventional HTML website, an HbbTV application can integrate multiple functions using techniques such as JavaScript modules, shared libraries or iframes, each with its own benefits and limitations. Choosing the right architecture early is important, as changing the integration approach later in a deployment can be costly.
The single application constraint means that architectural decisions extend beyond technical implementation. The technical and operational requirements of each function should be considered when defining the integration strategy. For example, addressable advertising and audience measurement largely operate in the background, but they also require user-facing consent management to meet privacy requirements. Interactive programme features, meanwhile, may have very different performance and user experience requirements.
Combining these capabilities within a single application also means they will normally share a common application domain, and therefore the same cookies and web storage. This is particularly important because many HbbTV implementations do not support third-party cookies, making domain strategy a key consideration for services that rely on user identity or consent.
None of these five considerations exist in isolation. Decisions about reach, viewer experience and placement flexibility influence the implementation approach. Consent management affects both the size of the addressable audience, while helping to maintain the trust between broadcasters and viewers that underpins the effectiveness of television advertising. Audience segmentation and commercial ownership determine how that audience is packaged, sold and monetised. Audience measurement ensures campaigns can be counted, trusted and traded alongside traditional television advertising. Finally, the single application constraint means that addressable advertising cannot be developed in isolation, but must be integrated with other HbbTV services such as programme enhancements, red button applications and accessibility features. Considering these areas together, rather than as independent implementation tasks, provides a solid foundation for a successful addressable advertising service.
